docs: 添加 Nuxt 最小启动器模板

- 新增 .gitignore 文件，包含常见的 Nuxt 项目忽略项
- 创建 README.md，提供项目介绍、安装依赖、开发服务器、生产环境等详细说明
- 添加 app.vue，包含基本的 Nuxt 组件结构
- 创建 nuxt.config.ts，配置 Nuxt 项目的基本选项
