refactor(xumu): 为 el-date-picker 组件添加 value-format 属性
- 在多个组件中，为 el-date-picker 组件添加 value-format="yyyy-MM-dd HH:mm:ss" 属性
- 这样做可以确保日期时间的格式一致性，避免潜在的时间格式问题

- 移除了 AppDeathManage 列表中不必要的 prop 属性

feat(xumu): 新增淘汰审核功能
- 添加 AppOutAudit组件作为淘汰审核的主入口- 实现 add.vue 页面，用于展示和编辑淘汰审核详情
- 创建 list.vue 页面，用于展示淘汰审核列表
- 在 AppOutManage 中将淘汰日期字段从 createTime改为 outTime
