feat(npc): 更新 npctrance 配置并添加新 NPC

- 修改 npctrance.config 中多个 NPC 的 Consumelist，将消费类型从 2 改为 4，调整消费数量
- 在 Scenes.config 中的场景 8129 中添加新 NPC（id 为 169）
